1. 1) In SIEF inquiries, the contact information entered while sending the pre-SIEF is displayed. If more than one contact information is to be entered; It is obligatory to assign one of the contact information by default to appear in the MBDF inquiry. In the notifications sent in the past;

- if the contact information is not filled in, the company information in the SIEF inquiry (from the EÇBS)

- if a contact person has been entered, even if it is not marked by default, the information of this contact in the SISF query

- If more than one contact person is entered but none of them is marked as default, the system will automatically mark the first entered record as default and this record will appear as the contact information in the contact information in the MBDF inquiry.

 In this direction, if deemed necessary, you can make your updates from the Submitted Items Module.

2) When it is decided who will be the Leading Firm in the SIEFs, the Leading Firm makes a statement of "I am the Leading Firm for the Substance" in the SIEF Inquiry section. In accordance with the regulation, a Leader firm can be appointed in a SIEF. After the declaration of 'I am the Leader Company for the Matter' is made, another Leader Company cannot be appointed in the said SIEF and the Leadership cannot be given up. If, after the leader's declaration is made, an obligation to abandon the leadership or change the leader occurs, an official application is made to the Ministry together with the reason for the evaluation of the situation.

Lead company declarations will be started on 15/02/2021, previous declarations will not be considered valid.

3) The Leading Firm must contact all the firms in the SIEF before making the 'I am the Leading Firm for the Substance' statement. Communication should continue even after the declaration is made, and companies newly added to the SIEF should be included in the process.

4) In the SIEF inquiry of the items whose leader is selected; It is seen as a leading company by other companies.

5. 5) The registration file of a substance is opened for sending after the Leader Company statement is made (except for single applications)

 6) Those who want to make an individual registration (single application) submit their request to the Ministry for approval by an official way to make a single registration together with its justification. As a result of the justification evaluation of the Ministry, if it is found appropriate, it opens the authority to send a single record for the relevant reference substance on a company basis.

 Individuals who register individually (single application) are also required to share the data specified in the regulation in the SIEF. In case of failure to share, necessary sanctions are imposed by the relevant institution.

7) All potential registrants, downstream users and third parties, who have submitted a pre-SIEF to the Ministry regarding the substance, or registrants who have submitted a registration application before the date of 31/12/2023 regarding the substance become SIEF participants (KKDIK Regulation Article 25) .

The deletion process will not be performed in the preliminary SIDFs sent after 15/02/2021. For preliminary SIEFs that were sent before 15/02/2021 and need to be deleted, a request for deletion must be made to the Ministry with an official letter along with the reason (requests sent by e-mail are not fulfilled).
