REACH REGULATION

The regulation on Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) was published in the Official Gazette No. 30105 as of 23 June 2017.


HOW WILL THE REGISTRATION PROCEDURES BE PERFORMED?

It requires companies operating in EU member states that manufacture or import more than 1 tonne of chemicals per year to register the chemicals they manufacture or import with the European Chemicals Agency (ECHA).

The records of chemical substances produced in Turkey or imported to the country within the scope of REACH are registered by the T.C. It will be done through the online Chemical Registration System (KKS) of the Ministry of Environment and Urbanization.

 

WHO SHOULD REGISTER REACH?

  • Persons who manufacture or import one tonne or more of a substance per year, alone or in a mixture.
  • Manufacturers and importers when a substance is contained in an article intended for release under normal or reasonably foreseeable conditions of use, in an amount of one tonne or more per year.
  • Only representatives.


WHAT ARE THE CRITICAL DATES IN REACH REGULATION?

Within the scope of REACH , pre-MBDF files for all substances manufactured or imported with an annual amount of 1 ton or more on their own or in a mixture must be submitted to the Ministry through the Chemical Registration System on the website of the relevant Ministry until 31/12/2020.

Registration of these substances will be made between 31.12.2020 and 31.12.2023. After 31.12.2023, substances can only be manufactured or imported after the registration process is completed. Registration is carried out by submitting a registration dossier containing certain information (test data, etc.) for the raw materials subject to registration submitted to the Turkish market to the Ministry.


A chemical safety assessment is carried out and a chemical safety report is prepared for all substances subject to registration in quantities of 10 tons or more per year per registrant. As per REACH, the information to be submitted for registration must be reviewed by an authorized Chemical Evaluation Specialist.
